Interior Design — Federal Hill

Interior Design Federal Hill: How Long Are You Staying?

Federal Hill, or Bukit Persekutuan, is a shaded, low-density hill sitting between Bangsar and the city, largely made up of older bungalows on big, heavily planted lots. Two questions decide most projects here: what the building will let you do, and how long you expect to stay.

Tell us the road, the approximate built-up area, the age of the house, whether it is owned or leased and roughly how long you expect to be there. On this hill, that last answer changes the specification more than the budget does.

Interior Design Considerations for Older Federal Hill Homes

Interior design services in Federal Hill are mostly older-house work: a long-occupied home having its services and wet areas dealt with properly, a house being made comfortable for a fixed number of years without permanent alteration, or a recently taken-on property being reset before anyone moves in.

The local brief

How long you expect to stay affects what work makes sense.

Federal Hill grew out of government-era housing on a rise above Bangsar, and it has kept the character that came with it. Density is low, plots are large, rain trees shade most of the roads, and the houses are generally older than what surrounds them at the foot of the hill.

Those buildings make good use of high ceilings, deep eaves, timber floors and staircases, verandahs and cross-ventilation. These are expensive qualities to recreate. The maintenance record is the less attractive part. Wiring, plumbing, roofing, damp and timber condition are recurring findings on a survey, and they usually dictate the order of work whether or not the brief mentioned them.

How long you expect to live in the house also shapes the project. If you expect to keep the house for the next twenty years, replacing old wiring and plumbing may be money well spent. If you are only there for another five, we would usually be more cautious about permanent work and look at what can be removed or taken with you.

Access adds a practical layer on top. The roads climb, they are narrow in places, mature trees overhang them, and there is rarely a lay-by where a lorry can stand and unload. If you are still weighing an interior designer against a contractor or a single design-and-build team, our interior design Malaysia guide sets out the difference. This page focuses on the issues we see repeatedly on Federal Hill.

Design decisions

Interior Design Considerations for Older Federal Hill Homes

A few conditions on this hill need to be understood before materials and finishes are specified.

01

Decide how long you expect to stay

How long you expect to be in the house is a genuine design input here. With a shorter or uncertain stay, we would usually focus on daily comfort and work that can be removed, reused or written off.

02

Survey damp, timber and services before the layout

Deep shade from mature trees keeps the hill cool and slows everything down after rain. Older construction with limited damp proofing shows it at skirting level and around openings.

03

Keep the useful natural ventilation

High ceilings, deep eaves, verandahs and cross-ventilation help these houses stay pleasant without much mechanical help. Sealing them up completely can make damp worse.

04

Prefer demountable work where tenure is uncertain

Freestanding wardrobes and shelving instead of runs fixed into old walls. Air-conditioners, heaters and appliances specified as units that can be uninstalled.

05

Plan the access up the hill

Climbing, narrow roads with overhanging trees and nowhere to stand a lorry decide how materials reach the house and how debris leaves.

Budget and scope

Interior Design & Renovation Costs in Federal Hill

On an older house here, more of the budget often goes into the building itself than into finishes. Wiring, plumbing, roofing, timber repair, damp treatment, drainage and glazing routinely take a large share of the total before a single finish is chosen.

With a shorter tenure, the honest answer is often a smaller number achieved differently: comfort, storage, lighting and a workable kitchen delivered through items that are not permanently attached to the building. A useful first budget separates the two clearly.

What it looks like in practice

Three common Federal Hill interior-design scenarios

These are planning situations, not named case studies. They show how the property and the intended use change the work.

01

Long-held house, services finally dealt with

The building is sound but the services are decades old. A condition survey settles the roof, damp, timber and electrical position, the services are rebuilt as one system, and the original floors, staircase and joinery are restored rather than replaced.

02

Leased house, made comfortable for a fixed term

Almost nothing is fixed to the building. Storage is freestanding, lighting is surface-mounted, the flooring floats over what is already there, and the air-conditioning and appliances are chosen so they can be removed.

03

Newly taken on, reset before moving in

The house is empty, so the survey and the works run in one continuous programme. The layout is adjusted to how this household lives, and access, deliveries and debris removal are planned around a narrow hill road.

Choosing well

What to ask an interior design company in Federal Hill

When you compare interior design companies in Federal Hill, look for real experience with older buildings rather than a portfolio of new condominiums. Ask what they would specify differently if you expected to stay for five years instead of twenty.

01

Who owns the drawings?

Confirm what is included: measured plans, elevations, lighting and electrical layouts, material schedules and revisions.

02

Who prices the build?

Compare a line-by-line scope rather than a portfolio or a single total. Carpentry quantities and finish assumptions should be visible.

03

Who handles approvals?

Ask how they work with an engineer where slope, structure or drainage is involved, and where the house is leased, ask who obtains the owner's consent.

04

Who coordinates site?

Design, procurement and construction need one clear handover. Agree who plans deliveries and access on a narrow hill road.

Questions homeowners ask

Interior design in Federal Hill: FAQ

What is interior design in Federal Hill usually about?

Mostly it is about understanding an older house before deciding what to change. Federal Hill, or Bukit Persekutuan, is a low-density hill above Bangsar that grew out of government-era housing, and much of the stock is older bungalows on large, heavily planted lots reached by narrow, climbing roads. The useful question is which qualities to keep and which parts of the building have reached the end of their service life.

How does tenure affect what we should spend here?

It affects the decision more than in most KL neighbourhoods. Homes on the hill can be subject to different tenure arrangements, including leases of varying length. If you expect to keep it for the next ten years or more, replacing old wiring and plumbing may be money well spent. With a shorter or uncertain stay, we would usually be more cautious about permanent work.

What does reversible design actually mean in practice?

It means choosing work that improves the house without permanently committing to it. Freestanding and demountable joinery instead of built-in runs fixed to old walls. Lighting on surface tracks and pendants rather than a ceiling cut apart for recessed fittings. Air-conditioning, water heaters and kitchen appliances chosen as units that can be taken out.

How much does interior design in Federal Hill cost?

It varies more than the size of the houses would suggest, because the split between visible work and building services is unusual here. On an older house on the hill, a large share of the budget goes into wiring, plumbing, roofing, timber repair, damp treatment and drainage before anything decorative is chosen.

Do the older houses have damp or timber problems?

Often, and it is worth surveying before the plan is fixed. A mature canopy of rain trees keeps the hill shaded and cool, which is pleasant to live under and hard on a building. Timber floors, staircases, windows and roof members need checking for rot and termite damage.

Should we air-condition the whole house or keep it naturally ventilated?

Usually a mix, decided room by room. A common approach is to keep the living, dining and verandah areas naturally ventilated with fans and good cross-flow, and to air-condition bedrooms and any enclosed room properly.

Do we need DBKL approval for work in Federal Hill?

Bukit Persekutuan falls under Dewan Bandaraya Kuala Lumpur. Structural alterations, extensions and significant changes to the external envelope will typically need professional advice on the relevant DBKL submission requirements. Where a house is leased, the landowner or the agency managing the property may need to consent before anything is altered.

Is access difficult on the hill?

It can be. The roads climb, they are narrow in places, mature trees overhang them, and there is rarely a lay-by where a lorry can stand and unload. That affects the size of vehicle that can reach the house, how material is staged, and how debris gets out.

Can we stay in the house during the works?

Often, particularly where the work is deliberately light-touch. A reversible project that avoids hacking and major rewiring is far easier to live through than a full refit. Replacing the services is harder, because power and water go down in sections.

How do I choose an interior designer in Federal Hill?

Look for someone who has worked on older buildings, not just new ones. Ask how they survey a house of this age, what they check for damp and timber, and how they would handle the original floors, joinery and ceilings rather than replacing them by default.

What should I send an interior designer here first?

The road name, the approximate built-up area, the age of the house, and photos of each area including the electrical board, the bathrooms, any timber floors or staircases, and anywhere you have seen damp. Say whether the house is owned or leased and how long you expect to be there.
